Structural business statistics (SBS) describes the structure, conduct and performance of economic activities, down to the most detailed activity level (several hundred economic sectors). SBS are transmitted annually by the EU Member States on the basis of a legal obligation from 1995 onwards.   SBS covers all activities of the business economy with the exception of agricultural activities and personal services and the data are provided by all EU Member States, Norway and Switzerland, some candidate and potential candidate countries. The data are collected by domain of activity (annex) : Annex I - Services, Annex II - Industry, Annex III - Trade and Annex IV- Constructions and by datasets. Each annex contains several datasets as indicated in the SBS Regulation. The majority of the data is collected by National Statistical Institutes (NSIs) by means of statistical surveys, business registers or from various administrative sources. Regulatory or controlling national offices for financial institutions or central banks often provide the information required for the financial sector (NACE Rev 2 Section K / NACE Rev 1.1 Section J). Member States apply various statistical methods, according to the data source, such as grossing up, model based estimation or different forms of imputation, to ensure the quality of SBSs produced. Main characteristics (variables) of the SBS data category:Business Demographic variables (e.g. Number of enterprises)"Output related" variables (e.g. Turnover, Value added)"Input related" variables: labour input (e.g. Employment, Hours worked); goods and services input (e.g. Total of purchases); capital input (e.g. Material investments) All SBS characteristics are published on Eurostat’s website by tables and an example of the existent tables is presented below:Annual enterprise statistics: Characteristics collected are published by country and detailed on NACE Rev 2 and NACE Rev 1.1 class level (4-digits). Some classes or groups in 'services' section have been aggregated.Annual enterprise statistics broken down by size classes: Characteristics are published by country and detailed down to NACE Rev 2 and NACE Rev 1.1 group level (3-digits) and employment size class. For trade (NACE Rev 2 and NACE Rev 1.1 Section G) a supplementary breakdown by turnover size class is available.Annual regional statistics: Four characteristics are published by NUTS-2 country region and detailed on NACE Rev 2 and NACE Rev 1.1 division level (2-digits) (but to group level (3-digits) for the trade section). More information on the contents of different tables: the detail level and breakdowns required starting with the reference year 2008 is defined in Commission Regulation N° 251/2009. For previous reference years it is included in Commission Regulations (EC) N° 2701/98 and amended by Commission Regulation N°1614/2002 and Commission Regulation N°1669/2003. Several important derived indicators are generated in the form of ratios of certain monetary characteristics or per head values. A list with the available derived indicators is available below in the Annex.

Data source(s) used: Business confidence survey in Construction: The survey is a part of the joint harmonized European Union programme of business and consumer surveys (the latest relevant normative is the Commission’s decision: COM (2006) 379 , 2006 July 12). The survey provides information about managers' assessments and expectations on the main economic variables in their company (e.g. assessments on order books and construction activity, expectations on orders, etc.). The reporting unit and the sample unit is the firm. The target universe is made up of Italian firms with three or more employees classified in Section F in NACE rev.2 . The survey is monthly and since November 2011 data collection technique used is CATI (Computer Assisted Telephone Interviewing) . The sample design is stratified by economic sectors (identified by the divisions of section F in NACE rev.2), geographic partitions and firm sizes (in terms of employees). The sampling frame is based on ASIA archive (Statistical archive of active firms). The survey is addressed to a panel of 700 firms. The confidence indicator, according to the EU methodology, is calculated as the simple arithmetic average of the balances of answers to the question on assessments on order books and to the question on the expectations on employment. The confidence climate index is released for the whole sector and for the sub-sectors (the three divisions of NACE (rev.2) – section F: construction of buildings, civil engineering and specialized construction activities). All series are seasonally adjusted using the Tramo-Seats method. Other data characteristics: All the series are estimated using the gross value added at factor cost as weight. More specifically, estimates until 2009 are obtained using gross value added referring to the year 2005; starting from 2010 estimates were obtained using gross value added referring to the year 2012. The series under the heading Previous series - climate (2005 = 100), instead, are weighed with similar weights pertaining to the year 2005 for all the period released. At the same time the publication of march 2015, the confidence climate index both for the whole sector and economic sub-sectors (the divisions provided in NACE (rev.2): construction of buildings, civil engineering and specialized construction activities) is released with base 2010=100.Balances are calculated by considering the frequencies not rounded.: Variables concerning credit:since 2015, October, variables are surveyed quarterly; more specifically they are surveyed in March, June, September and December. Raw series are available starting from 2009, May.

Business Tendency Surveys (BTS) – also called business opinion or business climate surveys – are economic surveys used to monitor and forecast business cycles. Covering 4 different economic sectors (manufacturing, construction, retail trade and services), they are designed to collect qualitative information useful in monitoring the current business situation and forecasting short-term developments by directly asking company managers about the pulse of their businesses. They are well known for providing advance warning of turning points in aggregate economic activity as measured by GDP or industrial production. As respondents provide answers on a 3 scale options (up, same, down, or above normal, normal, below normal), data are summarised in net balances corresponsing to the difference in % of positive over negative replies. Because of their collection mode, timeliness and immediate availability, they have proved to be a cost‑effective mean of generating timely information especially during crises. In the late '90, in collaboration with the European Commission, the OECD has developed a system of harmonised business tendency surveys in order to collect and compare data across countries. The EC Directorate General for Economic and Financial Affairs is since then in charge of running the program and collecting data across EU members, while the OECD helped the adoption and implementation of the same harmonised framework in non-EU OECD countries and BRIICS. By construction, BTS questions are formulated in order to exclude seasonal factors. Nevertheless all series are tested for seasonality by both the OECD (using x12) and by the EC for the EU member data (using DAINTIES). This dataset comprises a set of harmonised target indicators available across OECD and BRIICS countries, any departure from target definitions are documented in the metadata.

The objective of the construction cost index is to show the development of costs incurred by the contractor/producer to carry out the construction process, in others words the cost of labour, materials and plant and overheads. The construction sector corresponds to the NACE Rev. 2 section F but the split between building construction and civil engineering (CC1, CC2) is based on the Classification of types of Construction. Building construction (CC1) is further subdivided in residential building (CC11) and non-residential building (CC12). The data provided in this table concerns residential building excluding the subgroup of residencies for communities (CC11 excluding CC113). Data are not seasonally adjusted.

The industrial domestic output price index measures the average price development of all goods and related services resulting from the activity of the industry sector and sold on the domestic market. The domestic output price index shows the monthly development of transaction prices of economic activities. The domestic market is defined as customers resident in the same national territory as the observation unit. Data are compiled according to the Statistical classification of economic activities in the European Community, (NACE Rev. 2, Eurostat). Industrial producer prices are compiled as a "fixed base year Laspeyres type price-index". The current base year is 2015 (Index 2015 =100). Indexes, as well as both growth rates with respect to the previous month (M/M-1) and with respect to the corresponding month of the previous year (M/M-12) are presented in raw form.

Data source(s) used: Production index - construction: The field of observation of the estimated index of production in construction (IPC) is all construction activities referred both to new and maintenance activity. The periodicity of the index was quarterly until the third quarter of 2010, after which began disseminating monthly. Due to the difficulty in doing a direct survey on building companies, an indirect methodology is used to calculate the IPC: output changes are calculated on the basis of a production function that combine the production inputs (working hours, intermediate inputs and physical capital). The production function is estimated using elementary enterprise data referred to the year 2005. This indirect approach is also recommended in Eurostat short-term statistics methodological to solve problems arising in measuring the output of the construction sector for the strong prevalence of small and very small building companies.Survey on building workers' welfare funds:Survey on working hours in construction sector. The survey is performed with a monthly frequency, and the data are one of the sources of the process “Index of production in construction”. This index is disseminated with a monthly frequency. The survey data are not released directly.

This table presents 3 indexes showing the development of labour input in the sector of industry (excluding construction): Number of persons employed, the hours worked and the wages and salaries. The number of person employed shows the development of employment in Industry. It can be defined as the total number of persons who work in the observation unit as well as persons who work outside the unit who belong to it and are paid by it. The hours worked show the development in the volume of work. The total number of hours worked represents the aggregate number of hours actually worked for the output of the observation unit during the reference period. The wages and salaries index approximate the development of the wage and salaries bill. Wages and salaries are defined as the total remuneration, in cash or in kind, payable to all persons counted on the payroll (including home workers), in return for work done during the accounting period, regardless of whether it is paid on the basis of working time, output or piecework and whether it is paid regularly. These three indexes are presented for the industrial sector (excluding construction) section B to E of NACE Rev.2 (E37, E38 and E39 not included). The land cover dataset provides a global assessment of land cover and land cover change to monitor pressures on ecosystems and biodiversity. By using geospatial data with high spatio-temporal resolution, it develops a set of internationally comparable indicators with a long time series from 2000 to 2020 with a five-year interval. Please see the working paper for a more complete description of the methods. The dataset has a global coverage on the national level, while on the sub-national TL2 level (i.e. large subnational regions) results are reported for all OECD countries as well as for Argentina, Brazil, China, India, Indonesia and South Africa. The following country aggregates are included: Euro area, European Union, Advanced economies, Emerging market economies, G7, G20, OECD, OECD Europe, OECD Asia Oceania, OECD Americas, the LAC region and the World. Census round 2011 The tables presented cover the total dwellings for 33 countries. The "traditional" census, with enumeration based on questionnaires through door-to-door visits - with interviews of respondents by enumerators or self-compilation of the forms by the respondents - and manual data entry by operators; The "Register based" census which enumerate population on the basis of administrative sources of information. Data collection is based on the use of registers (inhabitants' registers, registers of buildings and dwellings, geographical co-ordinates, school registers, social security, tax, business and company registers). In addition, countries that produce their population statistics from population-register information automatically seem to follow the de jure population concept. Indeed, it must at least be assumed that population registers include only residents who habitually live in the country; The "mixed" census, the third possible census method based on a combination of statistical inquiries and sources. In this case enumeration is always carried out on specific topics or on a sample of the population, and is combined with existing regular statistical surveys, registers, lists, or ad hoc organised activities. (See R 763/2008 Article 4) Census round 2001 The tables presented cover the total dwellings for 31 countries. In the census round 2001 four ways of collecting census data were used, namely: - the traditional method of using census questionnaires (exhaustive census); - the method of using registers and/or other administrative sources; - a combination of registers and/or other administrative sources and - surveys (complete enumerations or sample surveys). Census round 1991 The tables presented in the census 1990/1991 round cover the total dwellings for 19 countries. Five main topics are covered: structure of population, active population, education level, households and dwellings. The level of completeness of the tables depends largely on the availability of data at the respective national statistical institutes.

Owners occupiers are those households that live in a dwelling (flat, house) that they own. Owner occupier's housing expenditures represent those expenditures incurred by owners occupiers when purchasing, maintaining and living in their own home. The Owner-Occupied Housing Price Index (OOHPI) measures the change over time in the transaction prices of dwellings that were purchased for own-use and the cost of all goods and services that households purchase in their role as owners occupiers of dwellings (see classification below). As the index is based on the net acquisitions approach, only purchased dwellings that are new to the household sector are covered, while transactions between households are excluded (see section 3.4 Statistical concepts and definitions) . These indices are the result of the work that National Statistical Institutes (NSIs) have been doing since 2001 within the framework of the Owner-Occupied Housing (OOH) pilot project coordinated by Eurostat. OOHPIs are available for 26 EU Member States, plus Iceland and Norway (published for 27 countries). The data that is released quarterly on Eurostat's website include price indices themselves as well as their rates of change compared to the previous quarter (Qt-1) and the same quarter of the previous year (Qt-4).

The production in construction shows the output and activity of the construction sector. It measures changes in the volume of output on a monthly basis. Construction includes building construction and civil engineering. The construction sector in total corresponds to the NACE Rev. 2 section F but the split between building construction and civil engineering is based on the Classification of types of Construction (CC1, CC2). Production in construction is compiled as a "fixed base year Laspeyres type volume-index". The current base year is 2015 (Index 2015 = 100). The index is presented in calendar and seasonally adjusted form. Growth rates with respect to the previous month (M/M-1) are calculated from calendar and seasonally adjusted figures while growth rates with respect to the same month of the previous year (M/M-12) are calculated from calendar adjusted figures.

Main characteristics (variables) of the SBS data category: Business Demographic variables (e.g. Number of enterprises)"Output related" variables (e.g. Turnover, Value added)"Input related" variables: labour input (e.g. Employment, Hours worked); goods and services input (e.g. Total of purchases); capital input (e.g. Material investments) All SBS characteristics are published on Eurostat’s website by tables and an example of the existent tables is presented below: Annual enterprise statistics: Characteristics collected are published by country and detailed on NACE Rev 2 and NACE Rev 1.1 class level (4-digits).
