(January 2023) The rollback of Trump's hardline immigration policies by the Biden-Harris administration and struggling Latin American economies are pushing hundreds of thousands of migrants to cross the US-Mexico border in hope of a better life.According to the latest data from U.S. Customs and Border Protection (CBP), the number of migrant encounters across the U.S. southern border for December 2022 reached a record high of 251,487. Compared to December 2021 number of migrant encounters increased by 72,234. Of the 251,487 border enforcement encounters in December 2022, 14 percent of involved individuals who have been stopped by a U.S. border agent in the previous 12 months. There were a total of 216,162 unique encounters in December 2022, which is an 11 percent increase in the number of unique enforcement encounters from November 2022. The CBP says the increase is “driven largely by an increased number of individuals fleeing authoritarian regimes in Cuba and Nicaragua.” More than 49,000 of the migrant encounters in December 2022 involved Mexicans, 44,064 involved Cubans, 35,490 involved Nicaraguans, 18,020 involved Colombians, CBP data show. The US is currently home to more than 50 million immigrants, who account for 15% of the US population. About one million immigrants (including over 100 thousand Mexicans) obtain lawful permanent resident status in the US each year.   Note: The encounter statistics in this dataset include both Title 8 and Title 42 enforcement actions by US Customs and Border Patrol. Title 8 enforcement actions refers to apprehensions or inadmissibles processed under CBP’s immigration authority. Inadmissibles refers to individuals encountered at ports of entry who are seeking lawful admission into the United States but are determined to be inadmissible, individuals presenting themselves to seek humanitarian protection under US laws, and individuals who withdraw an application for admission and return to their countries of origin within a short timeframe. Apprehensions refers to the physical control or temporary detainment of a person who is not lawfully in the U.S. which may or may not result in an arrest. Title 42 expulsions refers to individuals encountered by USBP and OFO and expelled to the country of last transit or home country in the interest of public health. (09 August, 2021)  The inflow of immigrants and migrant workers is often perceived extremely negatively by the existing population of a region, due to expectations that immigrants may represent a threat to cultural values, security, and availability of jobs, not to mention the fact that working migrants and some immigrants often send the largest share of their income back to the country of origin, which can undermine the stability of balance of payments. Is the negative attitude toward the inflow of migrants justified from the point of view of long-term economic development? Let's take a look at what data shows.We compared the change in per capita GDP and the change in share of foreign and foreign-born persons in the population over the last thirty years for the highest-income countries, the largest economies, and countries with the largest stock of foreign migrants, excluding economies highly dependent on oil and gas exports*. The data shows that a higher increase in the share of stock of foreign migrants in a population from 1990 to 2019 is associated with a higher increase in per capita income, suggesting that the long-term effect of immigrant and migrant inflow on the growth of personal wealth of the established population is most likely positive. *Per capita income in economies highly dependent on oil and gas exports is mostly determined by the oil and gas world price movements, which makes difficult to estimate the impact of other factors.

The thousands of people fleeing their homes globally in search of safety have received more policy and media attention recently. There is a critical distinction between refugees and internally displaced persons (IDPs) and the humanitarian not to mention economic and political consequences of each.Refugees. This is the population fleeing their home countries where violence is raging to other countries in search of protection and assistance. Globally we have witnessed accelerated growth in the flow of refugees in recent years. During 2014, the refugee flow grew by almost a quarter reaching 14.4 million persons. Unfortunately, this group only represents the tip of the iceberg.Internally displaced persons. The vast majority of people cannot leave their countries and struggle to survive without assistance in subhuman conditions as what is termed 'internally displaced persons'. These people typically fall through the cracks compared to refugees because they are out of reach of the media spotlight and humanitarian agencies. Today there are twice as many IDPs as refugees worldwide, which represents 27.8 million people in 127 countries, or roughly the total population of Mozambique. Conflict and violence are not the only reasons why people are uprooted. Natural and man-made disasters actually represent a more serious threat. During 2015, disasters displaced nearly 19.2 million people across 113 countries, while conflict and violence accounted for 8.5 million in 28 countries, less than a half the number who fled disasters.Every region of the world was affected by disasters in 2015. Asia dominated in terms of absolute figures with the highest numbers being recorded in India, China and Nepal. Nepal was hit the hardest when in April 2015 the Gorkha earthquake killed 8,000 people and displaced as many as 2.6 million.Like disasters, however, no region of the world remained unaffected in terms of conflict-related displacements last year. The increase in IDPs associated with conflict and violence during 2015 was driven primarily by continuing violence across the Middle East. Yemen was most affected: violence displaced 8 percent of the country's population, or 2.2 million persons. This almost seven-fold upsurge from the previous year was largely attributed to the Saudi-led military intervention.  Internal displacement is becoming a heavier development and political challenge and thus also a more devisive issue in terms of local and international policy responses. The difficult reality of the sustained growth in IDPs is complicated by the fact that internal displacement is often protracted as many people remain displaced within their countries for years or even decades. In addition, the triggers of displacement are often not isolated - only disasters or only violence - but interrelated. The UK has not left the EU yet, but Europeans are already leaving Britain as net migration to the UK from other EU countries has reached a near six-year low. The difference between the number of EU citizens entering the UK and the number leaving, that is net migration has sunk to 87,000 in 2018Q1 (ending year March 2018 and figure is provisional), its lowest level since the year 2013Q1. Net EU migration has continued to decline from a peak of 189,000 in the year 2016Q2 (June 2016), a period ending with the vote to leave the EU. The shift has been driven by both a decline in EU arrivals and an increase in EU citizens emigrating. The decline in net migration has slowed by an increase in net migration from the 15 countries that belonged to the EU before 2004. However, a surge in migrants from outside the EU continued and reached to 235,000 in 2018Q1 (ending year March 2018 and figure is provisional). The Brexit process has impact through economic and social channels. The slowing economy and pound sterling depreciation have played vital roles in the migration. The slowing economy is not generating enough employment to attract more migrant and the pound depreciation has discouraged the workers coming to UK for higher wages and getting less than they were in the past. On the other hand, economic conditions in many of the key EU countries have improved over the past few years which have been encouraged the migration back to native countries. The social factor like hate crime and violence have been increased after the EU referendum. The implications of Brexit may be bad for UK economy in terms of brain drain in vital industries, creating skills gap, heavy investment required in training where there are local shortages. Brexodus, the exodus of EU citizens from the UK ahead of Brexit, is potentially destabilizing force in the lives of EU citizens resident in the UK and Brexit process has provoked sense of insecurity among the EU residents. However, migration is multilayered process and family condition play very important role apart from political and economic changes in the country.

Last week a US State Department official notified refugee groups worldwide that they could begin bringing refugees into the United States through the usual multi-year process “unconstrained by the weekly quotas that were in place” under previous US legal and budgetary requirements. The decision undercuts the executive order issued in January by US President Donald Trump to suspend immediately all refugee admissions for a period of at least four months and to lower the ceiling on the number of refugees allowed annually from 110,000 to 50,000. The original and subsequent revision to Trump’s executive order have faced legal stays and generated a condition of uncertainty that has contributed to a decline in the number of refugees entering the United States. The total number of refugees from February 2017 through April 2017 was nearly 60 percent lower, or about 6,800 refugees, than for the same period of 2016.In the first half of the 2017 fiscal year*—October 2016 through April 2017—the Democratic Republic of the Congo, Iraq, Syria, Somalia, and Burma made up 60 percent of refugee arrivals to the United States. This group of countries has been relatively stable in recent years, although in 2016, refugees from Syria recorded the highest growth rate, increasing by nearly 11,000 refugees compared to 2015.Notably, by April 2017 the total number of refugees from a few countries—including the Ukraine and El Salvador—had already surpassed their totals from 2016. The inflow of people to the United States is broad, but within this general category of people displaced by war, persecution, and similar unsafe and intolerable living conditions, our focus must encompass both refugees and asylum seekers. According to Refugee Act of 1980, a refugee is a person with a "well-founded fear of persecution" for reasons including religion, nationality, race, political opinion. During the 2016 fiscal year, almost 85,000 refugees arrived in the United States, roughly 20 percent more than during 2015 and the largest number of arrivals since 2001. Refugees to the US represent a small share of the more than 16 million people who left their homes as refugees in 2015, according to the United Nations High Commissioner for Refugees (UNHCR).The UNHCR defines asylum-seekers as "individuals who have sought international protection and whose claims for refugee status have not yet been determined, irrespective of when they may have been lodged". Nearly 125,000 asylum-seekers entered the US in 2016, led by individuals from Venezuela, China, Mexico, Guatemala, and El Salvador. A sharp increase in 2013 has been subsequently followed by 30,000 additional asylum seekers annually.Unlike the declining number of refugees to the US so far this year, according to the UNHCR, the number of asylum-seekers reached 16,400 in March, a new all-time record and an increase of 4,700 from February. Given the population and geographic size of the United States and the resettlement trends for refugees and asylum seekers Americans have vastly different experience levels in opening their communities to these new residents.    The Hugo Conference will focus on the interactions between environmental changes and migration, and is funded through the Horizon 2020 programme for Research and Innovation of the European Union (EU). The conference, organized by the University of Liège, is named after the late Graeme Hugo (1946-2015), a pioneering scholar of the linkages between environmental changes and migration. The conference will bring together scholars and practitioners from social sciences and environmental sciences, and promote their scholarly interaction. Topics to be addressed include: the social dimensions of vulnerability; immobility and trapped populations; land issues; borders and security; disasters and evacuations; environmental and climate data for the study of migration; climate science, models and tipping points; and legal and policy perspectives. Keynote speakers include: Eric Lambin of Stanford University, recipient of the Volvo Prize in 2014; Barbara Harrell-Bond of Oxford University; and Bill McKibben of 350.org. The event will also mark the launch of two research initiatives: the creation of The Hugo Observatory at the University of Liège, Belgium, a research structure dedicated specifically to the study of environmental changes and migration; and establishment of an international scholarly association for the study of environmental migration. Civil war in Syria has resulted in more than four million refugees fleeing the country, of which 1.8 million have found refuge in Turkey, making it the largest refugee-hosting country worldwide. Research by The World Bank finds that the refugees, who overwhelmingly do not have work permits, result in the large-scale displacement of informal, low-educated, female Turkish workers, especially in agriculture. While there is net displacement, the inflow of refugees also creates higher-wage formal jobs, allowing for occupational upgrading of Turkish workers. Average Turkish wages have increased primarily as the composition of the employed has changed because of the inflow of refugees.

The rapid influx of refugees and migrants across the Mediterranean Sea to Europe in 2015 was characterized by an increasing probability of death during this journey. Given the current rate of new arrivals in Europe via the Mediterranean Sea - 205,297 arrivals to date in 2016 - the odds of dying during the crossing are now about 1 in 81. During the final week of May alone, shipwrecks claimed about 880 lives.In the first five months of this year, an estimated 2,510 refugees died in the journey across the Mediterranean Sea compared to 1,855 during the same period of 2015. Given that the share of new arrivals to Europe (via Greece) overwhelming travel through Turkey, the more perilous journey from North Africa to Europe (via Italy) has had a lesser influence on the estimated death toll. Nearly 90 percent of sea arrivals to Europe originate from 10 countries, led by Syria, Afghanistan, and Iraq, countries from which refugees and migrants typically use the Turkey-Greece route. Migrants and refugees originating in North Africa - including those traveling from Nigeria and Gambia, among other African countries - have made up an estimated 84 percent of the deaths reported this year, according to data from the UN High Commissioner for Refugees.

The flow of refugees in the European Union has increased about 50% in 2014. The latest figures presented by the Eurostat on Tuesday marked a rise by almost 195 thousand asylum applicants from year before, to the total of 626 thousands of refugees from the countries outside EU. Most refugees come from Syria. People escaping Eritrea and Afganistan were next on the list.  Asylum applicants from Syria rose to 122 thousand in the EU-28 in 2014, which equated to 20 % of the total from all non-member countries. Afghani citizens accounted for 7 % of the total, while Kosovans and Eritrean citizens accounted for 6 % and Serbians for 5 %. Among the 30 main groups of citizenship of asylum applicants in the EU-28 in 2014, by far the largest relative increase compared to 2013 was recorded for individuals from Ukraine. EU governments are also working on emergency steps to cope with refugees coming through politically anarchic Libya, often loaded onto barely seaworthy boats by human-trafficking gangs. In the worst of many catastrophes at sea, a refugee boat capsized off the Libyan coast last month, drowning at least 700 people. Britain and France are leading efforts to pass a United Nations Security Council resolution permitting EU military action against smugglers.
